Based in the heart of Liverpool, this well-known not for profit organisation is looking for an experienced Head of Procurement to lead their procurement team.

Reporting to the Executive Director of Business Resources, the Head of Procurement is responsible for the procurement department and leading a professional advisory service to ensure the integrity of procurement activities across all categories of third-party expenditure for the organisation and its subsidiaries.

THE ROLE

As Head of Procurement, your responsibilities will include:

  • Proactively driving transformational change, embedding a professional, commercially focused, and compliant procurement culture.
  • Providing support to the business to optimise value for money, promoting best practice and advocating compliance with legislation standards and appropriate guidance (e.g. Public Contract Regulations 2015, DCMS' Financial Regulations, Modern Slavery Act 2015).
  • Providing professional procurement advice to maximise positive business commercial outcomes.
  • Leading and managing the performance and achievements of the procurement team.
  • Controlling the allocated budget for the Procurement department.
  • Leading strategically important procurement activities and complex tenders.
  • Identifying risks to procurement activity and recommending preventative actions.
  • Providing non legal specialist guidance and support to colleagues.
  • Identifying, exploring, and evaluating opportunities for procurement collaboration.
  • Providing high-quality analysis, written reports, information, and presentations for internal and external audiences.

THE PERSON

Due to the nature of this role, a local candidate with a good understanding of the Liverpool and Merseyside area and its history would be preferred but is not essential.

Essential requirements include:

  • Fully qualified member of Chartered Institute of Purchasing & Supply (MCIPS)
  • Experience of successful change management in a procurement role at a senior level within a multi-disciplinary organisation.
  • Experience in influencing and winning the trust of senior leaders and colleagues.
  • Experience in using procurement information to influence management decision making.
  • Demonstrable knowledge and expertise relating to practical procurement within a public sector setting (including an in- depth knowledge of contract law and the Public Supply Contracts Regulations 2015).
  • Project management experience including planning, mobilising, and delivering successful, complex, high risk and high value procurement projects.
  • Strong commercial/business acumen with experience in negotiating and achieving best value from supplier contracts.
  • Able to identify, manage and mitigate risks inherent in procurement contracts and processes.
